I have a form for Garden Plants listing all my existing plants. Another form lists all Garden Locations. I linked these – many to many – and when I choose a plant from the list of all plants within a record for a location, the location appears on that plant’s record. So far, so good. I created a third form for Garden Activity. Each record, listed by date, can involve multiple locations and multiple plants. How do I set up the Garden Activity form so that both the Locations and the Plants lists reflect the dated activities?

You can add as many Link to Form fields as you like to a form. But they are linked separately. Are you saying you want a third level? Parent -> Child -> Grandchild? If so, then on your Garden Locations form, you would add the Garden Activity Link to Form field. Or you can add it just to the Garden Plants form to track activity separate from locations.
