I have several databases with iCloud sharing turned on. When I open them on my iPad or iPhone, the list of forms is empty.
Clicking on the little triangle by the Forms list doesn’t not change this.
Entry in “Sync Settings” shows that down-sync just happened.

Hmm… Not sure what’s going on there. Do you have the forms on another device still? Perhaps on a Mac?
If so, use the Send Document function to send a copy of the document to your iOS devices.
