I just installed TapForms. I need to import .csv files exported from FileMaker 7. They aren’t very complicated but some have “pick lists”. Would it be better or easier to create the databases in TapForms before importing the records, or does it matter?

You will want to export from FileMaker as a Merge file instead of the CSV option. Once the file is exported, change the file extension from .mer to .csv. That will allow Tap Forms to import the file. The reason for exporting as a Merge file is because FileMaker will then export with the first row containing the field names. Tap Forms will use that information to construct your form.
You’ll have to manually create a Pick List in Tap Forms. You can easily copy and paste a whole block of text as long as each value is on its own line, then Tap Forms will split them out into separate values. Edit the Pick List in Tap Forms and click on the Add Values… button to paste the values in.
