I've recently received a few reports that the time in the date picker is not displaying correctly in my most recent update of Tap Forms. For some unknown reason in my time zone, the problem never showed up. After receiving these reports, I switched to a different time zone and now I am able to see the problem.
The problem is that the time picker shows a different time than the time displayed in the black band above the time picker.
I've found a way to fix the problem and I will now need to submit a new update to Apple so that you will be able to have the fix. I hope to get a new update out to Apple for approval within the next couple of days. Since I've been working on the iPad version, I want to make sure that I haven't broken anything while working on that.

Hmm… I’m pretty sure I fixed this problem and tested it out on different regions and time zones.
Have you updated to Tap Forms 1.9.9?
